2 free scientists???

the year is 900ad, norwich is size 14 - situated on a river - farmland/road on all tiles, ive just switched to democracy and for some reason there are 2 free scientists there.
there not workers, when i checked the resource screen the foodbox was on surplus 20 and i had 2 elvis's, i tryd to switch them to workers but they wouldnt - just elvis/taxman/scientist

the only wonder in the city is great library (2nd worst wonder - only built it to stop the french having it)

is this a bug?

im trying to grow the city beyond size 36 to see if i get 18 scientists instead of 16!!!
 
We Love the President Day will give your city an extra citizen each turn. At size 14, the only thing I can think of to give the circumstances you describe is that there are other cities using some of the squares from your city, preventing that city's workers from using them.

We Love the President day will (In republic or democracy) give a city an extra citizen every turn. Usually, they are put to work on the terrain around your city, if there is free terrain. If not, they become entertainers. Check that there are not other cities using the terrain around Norwich, because that is the only thing I can think of which would prevent a size 14 city from being able to place all its citizens on the squares around the city, with the exception of your city being under siege by enemy units.

as i am an agressive perfectionist, i never ever (only under exceptional circumstances) overlap my cities. so it wasnt that, also there was no enemy units in the radius...

however, when i try to reload the game, it crashes, and then eventually works but, stuck on the world map screen, so im considering the possibillity that the game was in the process of crashing when i noticed the 2 free scientists and now is half crashed as im stuck on the world map screen. and now i may never know if it was a bug or not....
 
i don't remember whether this was civ1 or civ2, but i remember some late game cities having cities that had so much surplus food, that the default choice the game made for the workers was to have a couple specialists. of course i could set the workers where i wanted them, but if i clicked where the game would reset the workers, it put the specialists back.
