(2-NS) Replace/reduce heal on unit kill mechanic

Goal:
Stop human players with high mobility units and multiple attacks from turning the battlefield into checkers. Reduce magical healing in the game.

Details:
  • Replace the [+health from defeating enemy units] promotion from the authority branch (dominance) with [+15 max health]
  • Nerf Aztecs UU promotion [25 -> 15 health from kill]
  • Nerf Hakkapelitta [30 -> 15 health from kill], this unit is still giftable
  • Remove the Recruitment promotion. This is a mystic blade promotion from the Indonesia UU, so my expectation is that removing it wouldn't be an issue.
  • Replace Bushido promotions [10 health on kill -> 10% ranged defense]

Considerations:
  • IIRC the Authority branch promotion stacks with other sources, so there are situations where you can have a unit near death return to near full health after defeating 2 weak units. Silly mechanic that benefits human players, as AI rarely can build this combo.
  • The extra HP still creates a hardier unit, but we effectively nerf the sustain of elite melee units.
