When a plane climbs the G forces on the planes results in fuel not getting to the engines.
Poor performance at high altitudes are the result specifly of low engine power. At higher altitudes the less horse power an engine has the more sluggish it performs in the thin atmosphere.
I have no idea what the specific horse power rating of german engines are.
But it will be the plane with the weakest engine.

For the aircraft question: The FW 190 was an outstanding plane but had trouble in greater heights. So this plane it is. Also Fokker XXI was not a German but a Dutch plane.
