The problem with the UB is that it claims it only gives 1 experience point in the description. Assuming it's unchanged from Civ 5 BNW vanilla, it gives 10.

I didn't get to check what it actually gives, unfortunately - I left the game after the Siege Tower bug destroyed all my awesome plans.

Yes. The problem is not the building or the description in the help files it is the way the tooltip writer used to formulate the Abilities: box is handling the value for that specific effect.
This is a very specific effect as the Royal Library is the only building that uses the Building_DomainFreeExperiencePerGreatWork table.

The effect should be 10 experience for the Royal Library, if it contains a Great Work, for any unit of the three domain types. Which basically means any unit.

I am now looking at what the exact error is.
