I started a game with the Celts: the double natural wonders bonuses doubles the pantheon belief and the world congress choice (+5 culture for natural wonders). Finishing tradition gives my first 4 cities hindus sanitation, and allows me to also build the aquaduct... even though it does not provide any free culture buildings if I have built the monument. The Abbey cannot be bought with faith and does not require a shrine. The AI seems to miscalculate my military strength and back off too easily.

The double natural wonder bonus intentionally doubles any bonuses you may receive from other sources. You can see this in vanilla BNW with Spain.

You should get a free culture building from Legalism when you've researched the relevant technology. So if you've already built monuments, then you'll need the "Drama and Poetry" technology to get free Amphitheaters. This is how it works in vanilla BNW.

And you'll need to provide more specific examples of the AI "miscalculating" your military strength since CEP does not modify any DLL files where those calculations are being made.
 
Thank you for your reply. I will try to format my future commetns a bit better.

The part about legalism however is a real problem: In my first four cities, even though I was in the industrial age at the point I noticed it, I did not have any free culture buildings.

As for the AI believing I am too strong: every civilization minus montezuma kept messaging me with the message you get when they consider you are far more powerful.

On the other hand Monty had more than 25 units to my 8 units and attacked my cities, was dealing crazy amounts of damage, my units dealt ridiculusly low ammounts of damage, yet he would back off whenever I asked for peace.
 
Your formatting wasn't a huge issue but it's important to separate any issues that you have found into distinct points so they don't get bunched up and can be addressed.

On Legalism, when did you pick up the policy? Was it before you built theaters in your first four cities? Did you research acoustics or archaeology before reaching the industrial era? CEP hasn't modified the behavior of any social policies intentionally yet.

There are a whole bunch of factors that the AI uses to determine peace deals that isn't based on army size including how much economic damage, number of units you've killed, and how much gold you have.
