"30% from modifiers"

I keep seeing this vague thing on the tooltip and I don't know where it's coming from. No mods. Well, the first game was played with CQUI but the same can be seen in the Tomyris game which had no mods whatsoever.

The only thing I can think of that they have in common is Kilwa Kisiwani but I'm thinking that only affects CS boosts?

"Modifiers" have nothing to do with mods. A "modifier" in Civ 6 is just the game's way of defining and attaching the various gameplay effects of things like wonders, policies, unique abilities, governors, city-states, etc. Could be any of those things.
 
I'd say it's Kilwa. The description of that wonder is not very clear. You get the boost for all the yield of that type before amenities, as shown. Could you also post or check the list of CS. You must've vassalized a couple or more of trading ones in the first case, and two or more religious ones in the second.
 
ahh good question. I was curious about the modifiers I was getting for culture in my Japan game I posted the picture in the Japan thread post #4.

Kilwa seems a likely answer, I'm pretty sure I built it in that Japan game I posted. I often build this wonder because it's easy to build, and I usually have a coast tile I'm not doing anything with, and it's a wonder I can almost always beat the AI too. And lately I haven't been building Mausoleum because the AI often beats me to it, so I end up just building Kilwa.

Upon further inspection it seems to be the case, since I see 15% in the rest of the cities. I was under the impression it just boosted the CS's bonus yields to you, but it's a boost to the total stat, which is a huge difference. That wonder is really good then! I had originally just aimed for it just for the envoys but this is huge considering many wonders are just 20% to a single city.

Could you also post or check the list of CS. You must've vassalized a couple or more of trading ones in the first case, and two or more religious ones in the second.

You are suzerain of only 1 scientific city-state, which means the city with the Kilwa will get 15% more science. If you were souzerain of 2 or more scientific city-states the city with Kilwa will get 30% more science + all other cities 15% more science.
You're right! It's certainly moved up my list of wonders that should be built.

EDIT: Not sure why I always just assumed it modified the city state specific bonuses (see circle), but sure am glad we've cleared that up!

This bug comes from the R&F release, Kilwa's bonus from Industrial & Military CS can be applied twice, one for city yield and one for speed production. So you actually get (1+30%+10%) * 1.3 production boost.
So I wonder if Firaxis has given up on Civ6, too many bugs need to fix.

Or it's easy to miss. I didn't even notice that until you mentioned.

This game is easy to break given how mathematical it is and a lot of things can be omitted.
