Gameplay is normal. This is just tooltip error.
Statue of Liberty is to add +1 production per specialist.
But tool tip shows +2 production.
(+2 science per specialist is from Korean UA.)
File was attached.

Just noticed this too. I believe the statue of liberty once gave +2 prod per specialist. Then they realized how ridiculously overpowered that was and fixed it like 2 years ago by HALFING the bonus it gives - wohoo (still a damn useful wonder)!

However when they/he (he, as I bet even at that early point no more than 1 person was working on CiV) just changed the wonder effect and released it for the patch without even testing it not even once once. If anyone tested the change THIS would not have gone unnoticed.

Do I sound frustrated? YES. Why? Because this little bug exists for AGES now. How is this possible? How can one buy games of this company in the future if they never ever fix not even the easiest to fix bugs?

Cosmetic only? Maybe. Cosmetics sell though. Them being nice and polished is a keypart of a finished well perceived product. And I wouldn't even be not surprised if it actually did influence badly how the governor puts workers on tiles or assigns specialists.

I agree. You,re pointing exactly what I feel.
The difference between a masterpiece and a second-rate work is polishing.
Civ series is one of the most intellectual PC game ever made. I love this game and I'm proud of being it's fan.
Maybe the developers think this kind of error means nothing - just a minor error. But I'm afraid this kind of small mistake might damage the dignity of this great game, which has 20 years of fame. Most of all, we know Civ is not an action game. It is a decision making game. If UI gives a player wrong information, how can he/she make a right decision?
I understand developers are struggling with limited time and resource. But I think they should pay as much attention to fix errors as they do for DLC or expansion pack.

This error is not only one. If anybody looks into UI more carefully now, with a calculator in a hand, he/she can find still there are more errors on UI. Those errors survived untouched through many updates - through "test of time". I hope they pay just some more attention to remove the ridiculous bugs around UI.
