[TOT] 4X RTS equivalents to Civ 2: Test of Time?

I'm pretty pessimistic about whether they'll re-release these games on GOG at this point, and as a result, my scenario, PlutoRising has an extremely limited audience, despite adding links to it on other platforms.

The next part of the TPE story uses Stellaris as a platform, but that setting starts 175 years from now. I have a very vivid imagination and I like to visualize TPE awesomeness occuring in the world in real time, and shocking everyone with its magic supremacy and alien ally, and so forth.

I know SuperPower 2 exists, but I don't think you can add new cities or islands; plus it seems it doesn't work on Windows 11 according to google, and SuperPower 3 has terrible reviews on Steam.

Would HoI 4 be an option, if there's a modern day mod for it that I can build the TPE founding years off of?

I know none of these have multiple map layers like ToT does, which is a bummer, but a game that does would be nice.

What do y'all think?
 
Hello, been here before. Lost my account. Anyways... I play Iron Order on mobile. It's not civ but it's not that bad. But today might be the day I install civ 2 tot again on my pc. I got a CD of civ 2 tot probably 8 years ago on ebay . For like 10 bucks now they are a 100 or something like that. I think there was a site my abandon ware or something like that where you could play civ 1 online in your browser :)
 
Closest we have to Fantasy, Scifi and Extended Original we have is Civ4's Beyond the Sword mods, Fall From Heaven, Dune, and Caveman2Cosmos. Though no zlevels(more like xylevels), C2C does do tribal to space like extended original.

Hearts of Iron 4 has Millenium Dawn set in year 2000, they had like a 2012 version but then cut it.

Could do a modmod for C2C and go crazy and make a custom converter like they have for the other paradox games to get to Stellaris, or maybe easier HoI4 Millenium Dawn modmod. Tho its work to do if there no opensource.

Another one that I'm thinking of is Terra Invicta which should be moddable from its workshop, but I haven't seen many total conversions, that one is like extended original in that its about going to space after a xcom like scenario, but where xcom excels at ground tactical, it excels at the political, espionage, and space areas. It would be cool to have a mod for terra invicta where theres also magic involved instead of pure scifi.
 
Bonus with making a converter for stellaris is that its easier on map making, if you want that island on earth, you just customize sol, then based on who wins or if there multiple races, dynamically pick from stellaris's origins and gov types.
