VP Congress: Session 5, Proposal 28
Proposer: @pineappledan

Current Situation:
First Golden age costs 400 :c5goldenage: GAP
Each Golden age after that costs 2000:c5goldenage: GAP more than the last one.
Additionally, each city on empire increases the cost of the next GA by 1%

Proposal:
Increase the cost of the first GA to 1000 GAP
Increase the city scaler to +5%

Rationale:
Golden Ages are too cheap, which is contributing to a problem of perpetual GAs in the late game. They make the GA system boring and uninteractive
The first GA comes too early. It comes too fast to use effectively, or at all. It comes so early that it doesn't feel like it comes sooner or later for any different playthrough; it just feels like an inevitable game event.
5% is a standard cost increase on techs and tourism for empire size. 1% is too small. This will help define GAs as more of a tall mechanic. We are in need of a few more bonuses for Tall, because wide has started to feel like a dominant strategy.

VP Congress: Session 5, Proposal 28a
Proposer: @azum4roll
Discussion Thread: (5-33a) Counterproposal: increase the cost of the first Golden Age

Current cost of Golden Ages:
First: 400
Nth: 400 + (2000 * (N - 1))
Additionally, each city on empire increases the cost of the next GA by 1%, not counting the Capital.

Proposed cost of Golden Ages:
First: 1000
Nth: 400 + (2000 * (N - 1))
Additionally, each non-puppet city on empire increases the cost of the next GA by 5%, including the Capital.

Rationale:
I agree with @pineappledan that there is a problem of perpetual GAs in the late game. However, other than the very first Golden Age, early/mid game Golden Ages feel right. Which means we only need to increase the first Golden Age cost and adjust lategame :c5goldenage: acquisition, which mainly comes from Great Artist bulbs and Stadium (refer to my other counterproposals).
City number scaling is now the same as Tech/Policy cost (use GetNumEffectiveCities), making it easy to remember.

Is the plan to make it 1000 then 3000?

That might be too much. I agree the first GA comes much too earlier, but the second one normally takes a while. If the second one is pushed back (in addition to the other GAP changes) it will make the second GA take forever to get

Yes. This change will increase the base cost of all GAs, before city modifiers, by 600.

It’s not too much, and it will feel like less time has elapsed because the 1st GA will be pushed much further back than the 2nd one will be. The perception of the long period of time between the 1st and 2nd GAs is mainly attributable to the 1st one coming so early.
