Ideally for Tradition, you get to 4 pop before the opener to get to 6. This gives you a great culture base to begin efforts.

However, some starts simply don't allow that, and you get 5 pop after the opener. This also generally means the food start of that position isn't that strong, so growing to 6 can take a bit.

So how do you generally focus it?

1) Do you go granary after monument/shrine to push it to 6?
2) Ignore it, just keep doing what you do, even getting a settler, before 6?
3) Don't go granary but hold off on settlers and just build other things until 6?

If I can't get to 6 by Tradition opener, I just build a settler without trying to get to 6, so I guess option number 2.)

If you don't start at 6:c5citizen: you'll be off 6:c5citizen: for a while. It's not that bad, effectively you get cheaper settlers but less :c5culture:.

If planning to build settlers, why grow to 6:c5citizen: right before the settler? You pay a lot more in :c5food:, you delay the city by several turns, and you collect the extra 1:c5culture: for like 10 turns at most? With tradition being at 4:c5citizen: earns the same :c5culture: as 5:c5citizen:, so just go to 4:c5citizen:. If you need more :c5culture: go monument first in your expansion, settling the city 5 turns earlier is worth at least 10:c5culture:.

I wouldn't build a granary for this, generally speaking trading :c5production: for :c5food: like this is a bad idea in the early game (exception being like a 1 pop city because the next :c5citizen: is so cheap). The -1:c5gold: maintenance can be a big deal as tradition too.

Build a Settler before 6, then go for a Granary.
If I got to 6, I would grow the City to just < 7, then make a Settler. After the Settler, the Capital will be back at 6 next turn.
