This you did perfectly fine with, nice explanation. You know, I've been playing this game for 3 years and I never knew that. Yes, but they were not put in place to limit what we can do inside of the game (Civ3). They were meant to, as you said above, make a structure to cooperatively play a single player game. This does that how? How would adding this, help make a structure to play the game? It doesn't, it tells us how we can't play the game. It is not building a system for we can play the game. It's making a system, where we can't play the game. Edit: The National Forest was done the same way nobody proposed. We elected people who would not cut down forests.
