And demogame material is usually large and huge maps. I'm not sure if the voice of the people as a whole is prepared for a monarch or emperor level game with a 5CC with that kind of map. Plus, you'd have to make each city its' own province to entice people to play.

Voted no. I think it is intriguing to consider, but in the end, just not enough stuff going on in game to keep interest, and it would evolve into even more legal wrangling.
