Current Great Leap Forward (Order T2 tenet):
Receive a free Technology. Spies gain Network Points at double the normal rate. +1
Science in Cities for every 3 non-Specialist

Proposed version:
Receive a free Technology. Spies gain +100% Science from the Surveillance mission. +1 Science in Cities for every 3 non-Specialist Citizens.
Rationale:
The current effect is an oversight (I didn't notice a second espionage tenet in Order). There's never meant to be any percentage modifiers on NP other than security.
As the old Great Leap Forward used to "steal technologies at double the normal rate" (however that worked), the best match here would be doubling the Science rate on the passive mission.
