Any tile with a river adjacent to it is considered a road tile for city connection purposes.

If you can convince people it's a bug fix then it doesn't even need a proposal.

Giving everyone access to an ability and defining what that ability is are two separate matters.

I'd consider it a bugfix, and never realized that it hasn't worked intuitively in the backend.
