Proposal: Change Pioneer unlock tech from Banking to Astronomy

Rationale: In most cases you rush Astronomy with a desire to settle. But than you forced to wait until Banking is researched, cause it's not very benefitial to use ordinary settler. So this extra wait is a little frustrating.
