I have discovered that civ BE has a limit of approx. 70 cities. More cities than that will cause the game to crash upon the next load of the game. I believe that it will not crash if you do not save and keep on playing. I also believe (from the Civ5 forum section) that this bug also used to exist in that game, but it was fixed.
