9.9 CS culture

In 9.9 the CS culture is showing up on the city screen but NOT expanding the borders. It does appear to be going into the empire-wide pool though.

Is it supposed to expand borders?

Yes, all culture sources in a city should expand borders. I'll look into this.

Update: I've found and fixed the problem for v10. Thank you for bringing this up!
