A bug.. or AI just cheating?

When you rushbuy a unit from a city you won't be able to use it until next turn... when you purchase it it says it is out of moves. However, I was playing a game today and was standing right in front of an enemy city sieging it. When it was the computer's turn to go, the city purchased a unit and it immediately attacked me. I know the unit wasn't inside of the city because there was no icon anywhere. The only other thing I can think of is that if the AI has a unit garrisoned inside of their city you can't see the icon? Anybody know what is going on?
 
Did you consider, it BUILT the unit?
 
I've seen it pump out pricy units in consecutive turns in a city and attack on the same turn the unit was built.

This does make planning frustrating. The best thing to do is assume that the computer will drop an extra unit on you and spend promotions accordingly.
 
Yeah i agree with the acid guy, he probably built it per normal building procedures
 
I'm 80% sure it's a bug. AI don't produce anything from puppet cities and appear to suffer from the profligacy of puppet governors.

But somehow it can rush stuff out of it.

Might be tied to the 'choose production' bug when puppeting cities which is being fixed.

But I can't be sure of that fix affecting the AI. So that is why it's being reported.
 
Seen that a couple of time.

+ Even saw a City States allied to me suddently generating 2 spearmen and attacking 2 different ennemy stacks with them on a single turn. I felt sorry for the AI until I realised it will probably happen to me one day

+ I have also seen the AI building a wonder in a puppet city :p

+ Finally last by not least; seen the AI pump out troups every turn from a city which had a pop of 8 and was located in the middle of the desert surrounded by trading posts (no source of food at all around). When I took the city; it starved down to size 1 where it kept starving... preventing it from growing since there was no food at all. Dunno how the AI managed a size of 8 and crunching units every turn with no hammer and no food.

It has happened to me, Ramesses declared war against me and his ally CS imediately attacked me. Each time I'd kill one of the CS' pike units, they'd get another, and through all my empire, all I had was 2 iron so I didn't have enough legions against it. Ramesses was a breeze with his two cities, but losing some cities to the CS because they'd just keep spawning units as if to keep a constant number in the game was rather annoying.
 
There is a mechanic in the game that I still fail to understand.

The randomness of military units pumping.

Sometimes an AI will pump enough units to cover the whole map at an unrealistic speed and sometimes it will just refuse to build any unit at all; even when under pressure. Same for CS, some resplenish units as hell while some liberated ones choose to stay defenceless for 600 years, leading them to being invaded again and again and again.

In one case it is boring as there is no challenge; in the other tedious as you go through hundreds of years of wars to just mass slaughter an army which handicaps itself while trying to move its deathstar of units through a mousehole.
 
I've seen that a lot too, a city will have no icon then after I move attackers up to it suddenly a defender runs out and hits me. Seems way too frequent to e them finishing a unit the same turn I arrive.

And ditto on the city states. There's the ones with like 6 pikemen and then there's ones with 0 troops, both the same type, both the same personality.
