A couple of Editor questsions, plus 1

Is there a zoom function in the Editor? It's hard to get a feel for the map when you can only see about a 20th of it.

Can you select the exact Civs you want in the starting locations, i.e. Romans in this spot, Americans over here, Chinese over there, etc.?

Gameplay: In enemy territory, my units seem to make use of roads/railroads SOMETIMES, but sometimes they only get their normal off-road movement. What's going on here?

The answer to both of your editor questions is, unfortunately, no. There is no zoom function or minimap for the editor, and you can't chose starting locations. Some fans have designed utilities that allow a scenario maker to select starting locations, so you may want to look in the utilities forum.

As for your in-game question, I've noticed this issue too, but I'm not sure what's going on. I remember reading something about it in the manual or on an info web page, however.

I beleive that there is no zoom function in the editor.

You can not.

You only get a movement bonus from roads and railroads in you own teritory.

Maybe you only get road/rail usage when you have Right of Passage agreed?
