A few flags for Warlords

I'm looking to use a flag that isn't out there(in the game) I'm looning to put a Latvian flag in the game. How do I go about this ? or by chance could you do it for me if it is to time consuming to describe. I have cities up the wazoo( and depending on the site of the city I place, I can come up with a name that doesn't actually exist for a real latvian city).
