A Few Questions

I got a few problems/questions if you guys would be so kind:

1) I think i've completed my spaceship, but i never launced it. No screens have come up about that anymore, so how can i go about launching it?
2) Why can't any of the other civilizations receive propaganda? Are they ALL communist states?
3) I want to conquer some cities, give them to Greece to make a buffer state; but how do I fight a war without being the aggressor. That is, how can i make France declare war on me w/o it being my fault?
4) The reason for that is I and France each of Mutual Protection Pacts. So those countries allied with me, would they go to war against another country even if i started it? Or is it a purely defensive alliance?
 
1)Either you have already won the game and chose to continue, or you reached 2050 and chose to continue. After this point, you cannot launch the Spaceship
2)If a civ is in Democracy, it cannot be affected by propoganda
3)Wait for one of their units to go through one of your tiles, and tell them to 'Leave or declare war' If they are mad at you, they may declare war. You can also try espionage. Try stealing a tech, and if it fails, they may declare war on you.
4)If you and France get into a war, which ever civ is attacked on their land first will get the benefit of the MPP alliances. So if a French unit enters your territory while you are at war with them, the MPPs will kick in and allcountries you have one with will declare war on France.

3) You use the sub bug to your advantage, or take advantage of a MPP.
4) ...which means that you can make the AI break trades and treaties easily and cheaply. :D

1) This may be because you've already won through another condition. Also, you can check it with F11 to see if you've finished.
2) Democratic states cannot receive propaganda. Depending on the period and level of warfare, it is conceivable that they are all democracies.
3) There's no sure way. If you demand a large tribute many times repeatedly, it may goad France into war. However, if you declare war without any units in France's borders and don't move any in that turn, you don't take an attitude hit. War weariness, the other problem of an aggressive war, can be overcome by not fighting aggressively-- just declare war and sit on your defence.
4) If your units are attacked by France (or France bombards you) before you attack France, your MPP friends will declare war. Sometimes you can attack first and they still come to your aid, but I haven't figured out why.

It depends on whos land it is. If it is neutral land, then both sides can attack each others unit. But as soon as a unit enters the other sides land, the MPPs will start to kick in.
 
if your trying to launch a space ship and you already lost you can't launch it.. i once tried that didn't work....
