On my computer, 1024x768 works fine with the main part of the editor that first comes up when you start the program, but if you open up the window to edit the rules, the bottom and left side are cut off. To be able to view the whole window and have access to all the options in altering the rules it has to be viewed at 1280x1024. Of course, I also am one of the people who got the infamous Civilization3.e.exe error all the time (which recently disapeared for me...) , so maybe this is just more of whatever problem that is.
