A list

Someone should make a list of the Programs and what they do...they should also make like one big zip file for programs you need to have to completely customize civ3.....what do you guys think?

I dunno, this forum (Utility Programs) makes a pretty decent list the way it is. Each thread is a program. An since the forum limit on file sizes is half a megabyte, combining them all into a single download would be problematic at best.
