after your spy is positioned in another civ's city, you are actually able to see what that city is capable of constructing. typically you cannot, but if you click the "new construction" button (that probably isn't the exact wording) after any of your cities finishes its latest unit or building, you may.
You know how you are outside of your city but the build options come up, well now click the spy button and then view city and voila, you can see their options. useful if you want to know what units the enemy will be able to throw at you. Won't work if you are inside your city view, because you can't see the spy button to click.
