Separating the two actions is probably better, because players may want to make their second action conditional on the outcome of the first.
Or you could let people choose, giving them the option of "saving" the first action for the second half of the week. Those who choose to submit their first action early gain a first-move advantage, but those who choose to wait could potentially make more informed decisions based on the outcomes of other players' first actions. Could make for some strategic depth.
