A bigger map would give more bonux lux, yes. Just increasing the landmass doesn't seem to help much: 60% water maps look pretty resource poor compared to 80% water maps.
 
thanks -what i really meant though was would i get the same resources if i put that seed no in a huge map??

Ah, I think I understand your question a bit better now. Using the same seed no on a different size map will result in a map that will look pretty similar from a bird's eye perspective, but very different in detail.
Did you think that, after having drawn a nice start spot on a medium map, you could recreate that same starting spot on a huge map? I think that would not quite work; starting spots, rivers, resources and everything would move about too much. I'm not even sure whether strategic resources would still be roughtly located in the same positions. And 16 starting spots instead of 8 will mean a big reshuffle, as you can imagine.
I hope this is a bit clearer.

if thats not got gonna work anyone got any great starting locs for a huge map-standard no civs(pangea 80%)
 
Is there a reason you want 80%?

One thing you could do is look in the HoF, because the 4000 BC saves are available for those, and they're usually great starts. However 80% pangaea maps aren't so commonly used for HoF games, and often times there's only 8 AI.
