A question about new governments

Haven't been to forum for a long time, and just found out about this expansion few days ago, so I have the question i'm afraid has been already answered.

The civ3.com website says they'll make new governments such as Confucian Bureaucracy and Islamic Sultanate. These are quite culture-specific government that existed only in a very limited portion of the world, but distinguished the civilization from another. Will these type of government be limited in use for few selected civs (e.g. Confucian Bureaucracy for Asian culture civs, and Islamic Sultanate for mid-eastern and perhaps, mediterranean) , or will every civ have the access to these gov's?

I certainly wish that the former is the case.
 
Well, I hope that they are available to all civs. My logic behind my decision is that if a game will let you play as America and still be a communist government, then they probably will let you play as an Islamic Sultanate or Confucionist Bureaucracy as any civ. And if not, then I am sure that you could probably change it in the editor. But thats just my own little screwed up mind talking :crazyeye:
 
The point of Civilization is to rewrite history so you can imagine a scenario where America has been overrun by arabs who form an islamic sultanate.
 
Anyone knows what the sultanate gov will be like ? How does a sultanate work in real life ?
 
Confucionist Bureaucracy ??? Whoa, I never heard that this will be a gov. in Conquer.. is that confirmed ? Arent we gettin closer to some kind of religious government. I think there should be more governments that are like that, or that could be influenced by the type of religion it is attached to. Then again, this may well be some Civ4 material... Does anyone know if Civ4 is alreay on the drawing board.. or it is only an sumption that there will be a civ4 ? :scan:

The book reverses Africa and Europe so that the Africans make the tech leap and Europe is a barbarian hinterland you visit to pick up a cargo load of slaves. So you have got Zulus (Moslem) and Aztecs fighting it out in America. This makes you seriously suspect that Mr Barnes is a Civ fan himself. :)
