A question about roads and research agreements

As the title says, I want to ask if one of your workers builds a road inside enemy territory, who will pay for it?

As about research agreements, how do they exactly work post patch? I would like to see some examples too.

I don't think you can build in enemy territory. You can build in an ally's territory with open borders, though. Either way, they pay for it. I think you have to pay for it if they somehow lose the territory, though (razing).

You get beakers. Say you have 5 techs available to research, and the median one is 800 beakers. Upon completion, you get 400 beakers towards whatever you are researching, with overflow. With either the Rationality opener or the Porcelain tower, you'd get 600, and with both you'd get 800, I believe.
 
Yes, by the term "enemy" I meant an AI civ (open boarders or not) . And thanks for the answer about Research Agreements.

I think that with both the Rationalism opener and the Porcelain Tower, you'd get 900. 600 for the first, the half extra of 600 is 900.

I'm fairly sure multipliers are added all at once to the base value, so it'd be 800. Also, I seem to remember patch notes stating that having both would make RA's equivalent to 100%
