A question about vassals

After playing a game on noble on a huge map with the Legends of Revolution mod installed I noticed something that for me was very odd. Early on India requested to be my vassal. I agreed to this but found it odd since we were both of similar size, tech level, and military strength. A few turns later Russia (India's worst enemy) requests to vassalship even though again we are of similar size, military strenght. As the game progress many different countries request vassalship to the point where I would have had some six vassals. No other country gained vassals even though Rome which was more powerful was bordering many of these countries. So my question is, is this normal or just a fluke?

They probably like you a lot, some AIs vassal at the drop of a hat, like Ghandi.

Quite odd really, given India's history and not least Gandhi's struggle.

The revolutions mod is odd in that way, the one playthrough I tried of it, I had a bunch of civs vassal to me freely, especially ones that broke off from a neighbor.
