A question on CivEdit

I have a few questions pertaining to civ edit. First off, can I create new terrain tiles? I don't just want to alter the current tiles, I would like to create new ones. Second, how can I create new resources with civedit. If theres a manual on how to do this kind of editing would someone please help me out? thanks.
