A question on worker swapping

I have noticed that I can't always trade workers, even when one is in my capital and I want to offer it to another civ. I very rarely do this, but I was wondering if anyone knew what the prerequisite for this was? I though it might be linked to both me and the other guy having a certain advance. I tried once we both had Nationalism, Replaceable parts, but those seem not to matter. Will the AI simply not accept workers in trade under some circumstances, thus the option is not available? I occasionally will try to trade slaves away, but wait until I have crushed the civ from which I got the slave worker.
 
If the worker is in your capital, then the only thing preventing it would be if they don't have a capital (like when they only have a settler on a boat).
 
No, it does not require viable trade routes, in fact you don't even need to know the location of your enemy's capital.
 
Huh, can't figure this one out. I'm playing with a mod, so maybe that explains it. Although in its latest incarnation I have introduced a Laborer, an improved worker with 2 moves, I got the same problem earlier as well, without any terrain modifying units added. For the longest time I could not give or trade away workers, then all of a sudden at some point I could. Soon in this game it will be necessary for me to make a military alliance with Hiawatha, I'll see if he will accept a couple of free workers then.
 
The other civ must have a city on your continent to be able to trade workers.(I have tested this.)
Plus, both civs must have workers in their captials.
 
Gumby, you must be right. I just invaded the Zulu on the other continent, and NOW I can swap workers with both the Hittites and the Iroquois, who are there also. Thanks for posting the info.
