Please note that this takes a long time to use as I have a extreme sense of overkill.
Setting up the game is very important it MUST be on archipelago to work and requires 4 things to work:
1: a archipelago map
2: LOTS of time
3: the fact that you can not have negative gold
4: a government type that has the city's support troops
Also these help:
1: a evil player
2: a coastal starting place
This is what you do:
Make the archipelago map and try to make your 1st city on the coast and immediately put your science funding to 100%. Expand moving along the coast and make the bare minimum of troops focus on settlers and workers for now. If you find any other Civ on your island stop his gains as soon as possible (without attacking) and then build up the troops to smash them, hopefully this won’t happen. Once you have your entire island under control start sending ships loaded with settlers out some will sink but some will make out posts useful later on. At this point start making more troops to protect your city's but for the most part build improvements wonders settlers and ships.
Continue until your can build artillery at which point start mass production of it and once you can make destroyers/cruisers/transports/battleships have your best coastal city make battleships and your 2nt tier city’s making destroyers. At this point start ringing your island with warships, infantry and artillery.
(NOTE: science funding should still be at 100% or 90% if you had to make people happy) continue this until your have reached the Future Era and, this is important, made the missile defense system. At that point get rid of science funding and use the money to upgrade your troops. Also switch to democracy to get better production.
Now for the build up. Mass produce warships and troops until...
At every coastal (water) square you have: 1 Battleship (for surface combat), 1 AEGIS Cruisers (to see subs) and 1 Nuclear submarine (with nuke).
At every coastal (land non city) square you have: 1 Mech Infantry, 1 Modern Amour, 1 Radar Artillery, 1 Cruise Missile and 1 Mobil SAM.
At every coastal (city) square you have: 5 Mech Infantry, 5 Modern Amour, 3 Radar Artillery, 3 Mobil SAMs, 2 Stealth Bombers 1 Stealth Fighter and 2 Jet Fighters
Also defending your island:
Two Anti-Invasion Counter Attack Groups of 25 Modern Amour each
One Land Bombardment Group, of 10 Radar Artillery, 5 Cruise Missiles and 5 Mech Infantry
One Air Bombardment Group, of 15 Stealth Bombers and 5 Stealth Fighters
Five Carrier Battle Groups of 5 Carriers (3 loaded with Stealth Bombers, 2 with Jet Fighters), 3 Battleships and 10+ AEGIS Cruisers
Picket AEGIS Cruisers with overlapping sight stationed at your borders, every other one having a Battleship with it.
Now for the fun part! your attacking force!
NOTE: ICBMs can also be used of defense (duh)
If you have a city bordering your target:
A spy!
ICBM Support
Nuclear subs (with nukes) near enemy ports
{LAND BASED}
2 Mech Infantry on each border square in fortresses with barricades
15 Jet Fighters
5+ Stealth Fighters
30+ Stealth Bombers
20+ Modern Amour
other bombardment and occupation troops.
{SEA BASED}
4+ Carrier Battle Groups
4+ Sea Bombardment Groups of 10+ Battleships, 10+ AEGIS Cruisers, Lots of Destroyers. (NOTE: This also acts as a escort to the Invasion Force)
1 Invasion Force of 10-20 Transports filled with Marines and Modern Armor with a escort of 5 AEGIS Cruisers.
In the first turn of war stay put using stolen plans to destroy the enemy planes and warships, the next few don't move your land based troops in but do take a coastal city in the enemy rear with the Invasion Force and continue to bomb and bombard enemy troops. The AI will launch mostly unsuccessful attacks on you land based troops and the ones that do break though can be destroyed, combined with the bombing/shelling this will kill of a large number of enemy troops opening the way for you attack. Risk your ground troops as little as possible, remember that you rule the sky and kill using bombs against shellfire weakened units.
If you do not have city(s) bordering your enemy:
Same thing, just with the Marines taking a city 1st turn and the land unit are brought in by transports latter.
For the last enemy:
This REALLY makes it worth all that time! Just remember to save before you attack.
You need:
Lots of ICBMs (at least one per city to have fun)
Lots of Bomber
A few Fighters
All your nuke carrying nuclear subs
1 conscript warrior (you can have more ground troops but they are not needed)
Nuke then bomb them into oblivion! then take their city's, in my experience the only limit on how long it takes your to take over is only limited by the movement of your troops as the nukes are free game as there is not chance of a unexpected war being declared on your because of their use and then the bombers can kill off the survivors. :king:

You can not have negative gold, but when you hit zero the game will disband a unit every turn (Including workers and settlers) or sell city improvments.
