I do not have Civ 3 yet, waiting for computer to get fixxed) so this is just an idea that I got from a strat in SMAC.
If I am remembering right you do not get culture from a building if the city was been caputered. Can you raze the building and rebuild it so that you will start getting culture again? If you loose all the culture the building has accumulated from the past then this is a sucky idea, but still worth a thought.
