A Spy Has Been Stumbled Upon!

What does this mean? That my spy has been uncovered?

Why is it still moving about? Its not been detained, and I haven't been hit by any reputation points by the other Civ so what does this message mean exactly?
 
This message will pop up every turn by the end game.... I don't really see the point to it.... it doesn't do anything of use for the player.... even when you detect the nationality of the spy - it's not like you can set a diplomatic hit against them, nor is increasing your EP against them going to stop them sending spies through your lands.....

Silliness.

How is it silly? It's just a notification that you captured one of their spies...
 
While spending EPs won't make them stop sending spies, it will help you focus your counter espionage better. The messeges serve as a reminded that you are "under attack". You then just have to decide how to respond. Spend more on Espionage? Build and place spies in your cities? Or maybe launch a couple of counter espionage missions.

It's silly because it happens every turn and there's nothing you can do about it...... why even bother notifying people?

Actually it says my spy has been stumbled upon near another Civ, and yet my spy is still roaming around freely.

I still dont understand what the point of this notification is if my spy is still operating freely and i don't i didn't take any reputational hit???

The message you are getting is telling you that you have found an enemy spy in your territory. That spy is then removed.... that's all that the message means, it does not pertain to your spies. When your spy gets caught, you will be informed that "your spy has been detected" and it will then disappear.
 
You must have had multiple spies running in the country at hand when you got the message. Thusly confusing the spy you lost with the spy you still have. On a side note I have discovered that the longer a spy stands still the harder it is to be found. I have spys camped in enemy cities for ages now. While I send seperate spies in to do minor jobs. The spies that are camped there I will probably use to cause revolts when/if I attack those cities.
 
hmmm, i don't think i had multiple spies in that Civ, but it is possible, i wonder why -- if it was indeed uncovered -- that i didn't take a reputational hit?
 
From what I have noticed the only time you take the spy reputation hit now is if they were caught when attempting a mission. (aka mission failed) I have been wondering if its a mistake or not that I am not taking hits when they are randomly found. Due to not taking rep hits I have been overloading countries with spies. (I usually have at least 10 spys roaming around at all times anymore)

This seems definitely like a bug.

Imagine you are catching spies from other countries operating in your homeland. You don't get upset or send a message?

It sounds like you are confusing yourself.. This message sound to me (and others) like the message you get when it's YOU stumbling on THEIR spy, otherwise the message is totally different and you lose your spy...... This event is totally automated and requires nothing from you, it also does not affect relations...

Not in this last instance.

The RED message "stumbled upon" comes RIGHT AFTER i performed an espionage mission FOLLOWED right after by a successful message.

It also clearly states "MY CIV's spy was stumbled upon by the OTHER CIV"
 
edit: nevermind, i just verified that spies can complete missions successfully but still be caught.
 
Or is it possible that your spy did complete its mission successfully, then for the next step in the process the game checks to see if your spy is discovered, and in this instance your spy was caught?

What happened to your spy next turn? Was he returned home, still there, or did he disapear from the game?
 
If the message is red then the enemy got one of your spies,
if its green it was one of their spies that was caught by you ;)

As for realism of no diplomatic hits:
I have no doubts that the german government has kinowledge of the american spies running around in our country. Nevertheless such matters are resolved silently so that no side looses its face.
With the Echelon facilities at Bad Ailbling germany even allowed the USA to keep an espionage facility on german soil, at least as long as there was a common enemy, i.e. the USSR (after this collapsed and Bush sen. gave the order to focus on economic espionage [which could be seen like a spy being caught on a technology espionage mission] however this goodwill vanished and steps were taken to get rid of the echelon facility on german soil).

I assume most espionage and counter espionage among allies doesn´t get public, only when the enemy does the same thing it will get published for propaganda purposes ;)
