A strange failure of the Infernals

I just started playing as the Infernals for the first time. (I must say, I feel strangely ambivalent about playing a game as Satan himself.) Anyway, I noticed that the Infernals are apparently unable to explore dungeons. Am I understanding this correctly? Is there some kind of justification for this? Does it have to do with their barbarian status?

Oh, and how do you goad the other evil civs into war, because that seems pretty important for the Infernals?

Yes. Civs that are at peace with the barbarians cannot explore lairs because there is substantially less risk. If you want to explore lairs you will first need to end your peace with the barbarians. The easy way to do this is to find a barbarian unit in unclaimed territory and attack it.

Well, if a civ likes you enough then you may be able to bribe them into attacking another civ. If you are stronger than the civ in question than you can just attack them yourself, since that's just as good and easier to arrange.
