A Tech Mislabel

Well, if I hover over the tech Ironclads, the science advisor says the wrong thing, the tech for intergrated defense. Did anyone else notice this?

That's a bug which was introduced in 1.22. The removal of radio caused the science advisors comments to be messed up.
It is fixed in Player1 Fanatic's unofficial patch
