Whip button greyed out

I am unable to hurry production even though I hjave the slavery civic and a population of 5 in my capital. The button is simpy greyed out. Strrangely, the greued out hover over says "1 unhappinmess for 20 turns" rather than 10 as in the manual. Can anyone explain what is going on?

Well, it's simple - like many other mods AND decided to cure whipping imbalance by ripping the vital mechanic out. This code:

<!--    <Hurrys>
                <Hurry>
                    <HurryType>HURRY_POPULATION</HurryType>
                    <bHurry>1</bHurry>
                </Hurry>
            </Hurrys> -->

is commented out, so if you would like to enable whipping again, you would need to delete <!-- and --> and fix indentations.
