A VERY stupid question

I know, this sounds stupid, but I've never found out (not that I would have tried to discover it very hard) how to place a new city when making a scenario . How can I do it?

and it is asked quite often.

1. Cheat menu; create unit--create a settler or engineer

2. Click on it. It will start to flash

3. Hit the B key to build city.

4. City is there.

I also recommend the CivCity tool that can be found in the Civ2 download page. It allows you to change the owner of an already built city.
