I really think its time we had a mode that did for Religion what the Monopolies & Corporation mode did for Luxury Resources. Religion, at the surface level, is a very fun mechanic-even more so than in Civ 4 or Civ5. However, I do think there are ways to further improve it, via a new mode.
The fundamental elements I'd like to see such a mode introduce would be:
1) Bringing back the concepts of State & Non-State religion from Civilization IV.
2) Having State/Non-State religion have impacts on Diplomacy & City-State relations.....though in a much less passive & binary fashion as it was in Civilization IV.
2a) Have State/Non-State religion have impacts on Cities that have mixed Religious Composition. Increased or Mitigated by Religious Social Policies-things like city output and loyalty.....& could also be further mitigated by provision of housing & amenities.
3) Have the religions increase/decrease in "Strength"/"Tiers", based on how long they have been "State-sanctioned", & by how many Cities have it as their majority religion.
4) The Tier of the Religion impacting on the spread of the religion, the Diplomatic Effects, the bonuses provided by Religious Improvements/Wonders & the base strength of Religious Units.
5) After a Religion reaches Tier 3 and/or once the Reformation Civic is obtained, Religions need to be regularly Reformed (a new Apostle action) in order to prevent Religious Corruption from increasing-which could result in a Religious Schism (formation of a new Religious Sect, based off the existing religion). Reforming the Religion will also briefly enhance existing Beliefs within the religion.
6) Theocratic Government & new Social Policies around Religious Tolerance could also have an impact on Religion Strength & Religious Effects.
Anyway, that's pretty much the barebones of the idea I have. Basically my thinking is to make Religion more active & less passive.....and have its effects touch on more aspects of the game. The Religion Victory could also be changed to reflect the Strength of the Religion-across multiple Civilizations & City States-as well as the raw number converted.
What do people think, & what additional effects would you like a "Wars of Religion" mode to add?
