Erm... If you mean a 16bit RGB with alpha channels then GIMP is the program you want... As it is, there is no 'A16R16G16B16' however upon breakdown A = Alpha channels, RGB = Red, Green, Blue while 16 is the number of bits.
The only way I've discovered to view these(I only have access to free image editors) is to download the DirectX SDK and install the utilities that includes. The DirectX Texture Tool can open the A16B16G16R16 and convert to something like DXT5 that other editors can open.
NOTE: The only dds files that I've seen use the A16B16G16R16 are the height maps used in the Terrain Editor.
