About Culture Points

They still have culture points. Just not yours.
 
Right. And the AI recaptures the city, it starts accruing culture from where it left off, not back at zero. However, it does have to rebuild all culture producing buildings, and those do not get back the 1000 yr doubling if it already had it.

In the editor, you can turn on 'Retain Caputred Culture', but that smacks as unbalancing to me.
 
I don't think I have ever captured an AI city that kept it's culture producing buildings. I think that they do keep wonders, though. I do not know if the wouders that are in a city that you have captured will give you culture, but I think they don't. So there does not seem to be any advantage to capturing a city to get the culture from it's buildings.
 
No, captured wonders do not give culture to the capturing civ. It will once the civ that made the wonder gets the city back.

You do keep any kind of Tourism bonus tho.

The city stores the culture generated by the buildings of each civilization that has owned the city at any time - this is stored as a separate variable, not in the individual buildings.

When you capture a city, any buildings and small wonders (not great wonders) that generate culture, will NOT be available to use, however the culture for each of these buildings is still stored. Interestingly, if you capture the city back, those buildings are erased (I think this is actually an unintended bug), but the total culture for your civ is retained, and will grow if the cultural improvements are rebuilt.
