Not really, the Siphai cost the same as Tanks.

OK I didnt do the math cos i'm too lazy (and i hate math just as much as it hates me) but, doesnt the fact that the ottomans r industrious kinda makes up for the high cost of the sapahi?

I'm not saying that it totally evens out but maybe it makes the 2 extra attack kinda too much
