It could be a new gamemode which lets everyone start their civs as barbarians.
There are complaints about different civs being in the game, but if each civ had an achievement to accomplish to be become a cultured civ it wouldn't matter as much.
The ancient civs would have the option to become a culture early while the newer civs would be able to become cultured later on.
To even out the early eras there could be a lot of barbarian cities at the start, with the culture-potentials having somekind of head start, military, settler or citywise, to be able to conquer the surrounding basic barbarian cities. These culture-potential would still be England, Scandinavia etc, but they wouldn't spread any culture from it's cities until the civ have accomplished becoming a culture. This would make them having to counter ancient civs in other ways than building temples or libraries, if they meet them early on.
Culture would have to be redefined so that culture could be spread in other ways than through buildings, so that the Roman, English or American culture-spreading could be represented in the game too. Religion would be one way, commercial power - pop culture another.
Some of these things have been up before, but I think the idea has some potential even if it's just some basic ideas in it.
