I was actually debating whether or not to have a 'general engineering' bracket to apply to some of city states which will give some cheap basic military units and technolgies, but pale in comparison when compared to the mighty units of the major powers.

Easiest way to do it is like how I did it in RtW. Each major civ has it's units as UU's, and the CS's only have access to the standard units.
