I've also been fascinated by the idea of a civilization/group of people giving up their homeland and migrating somewhere else in the world. This could happen for a variety of reasons, including but not limited to a lack of resources, unbeatable enemies, or just general stagnation.
In Fall From Heaven II, this could potentially be applied through a kind of spontaneous sea-migration event. Perhaps exclusive to Terra maps, it could trigger sometime before astronomy; that way trade would be impossible and the journey would be generally harder given the circumstances. This could also be modded and used in conjunction with the 'ongoing contact necessary for diplomacy' to create a truly realistic event.
Although this may seem unprecedented, the idea actually originates from the elves in Lord of the Rings using their ships to journey across to the western lands, in the process abandoning old cities/ties with the local populations.
In FFH, the event would be interesting because it could be potentially extremely advantageous but also potentially devastating. Arriving on a new, uninhabited continent would provide with the bonus of having no tension with nearby civilizations and unlimited expansion if you can deal with barbarians. However, you'd also have to deal with the fact that trade in general would be limited and the barbarians could really end up being quite a problem. Things could also go south if Hyborem decided to spawn right next to you.
With all this said, I think it would be a great event to add to FFH. It wouldn't have to be a black or white thing either; the event chain could go something like this, perhaps after the research of Sailing:
An old man has been telling wild stories of a pristine land across the great sea in (coastal city name here). The public reaction has been mixed. Some people believe he is telling gross lies, while others see him as some kind of messiah. What should we do?
* Throw him in the dungeons for spreading false rumors.
* Investigate the matter further (spend X gold).
At this point, if the world is in fact terra (this first event could be made more interesting in fractal maps, where you're not actually sure if this so called land exists). And you're still not sure...
After hearing the man's argument, a local noble has organized a team of elite navigators to attempt to find this pristine land. Finding it could prove invaluable. What should we do?
* Its not worth it.
* Fund the construction of a few small exploratory ships (receive two ocean going vessels, pay a small gold price).
If the vessels die, the event could come up again, asking for more funds.
If the land is in fact there and the player finds it, the final event could go something like this.
Sir, our explorers have found the promised land across the sea. What course of action should we take?
* Its not worth it.
* We will fund a colony. Prepare a large cargo ship and the colonists for departure (receive a galleon, settler, worker, defender unit).
* This continent is no longer worth the trouble. We will move to this new continent. Mobilize the populace (receive the same as above for every city, extra ships for other units, all cities disappear + lose contact. Receive also possible population-increasing units similar to Manes.)
