I think whoever designed the keyboard input (and the UI) have never played a Civilization game in their lives. Maybe they didn't want PC version to have more controls than console, which is just gross.
The absence of (optional) edge scrolling fits for me in that picture. I get that this might not be for everyone anymore (as it might bite with certain common hardware setups these days)...but why is there the need to completely remove it?
Scouts can be useful to scope out which artifacts haven't been claimed yet while your explorers are busy digging someplace else, instead of having your explorer spend 10 turns running to a relic site that winds up being occupied.
