Activating an enemy MPP without attacking?

did you have troops near Indian terrtory?
A cultural expansion might have grabbed a tile with units on it.
It's similar with flips or if they took a city from someone, with the effect you'd have units in their territory all of sudden.
In the weirdest case, you would possibly not even notice that (e.g. expansion happens at India's turn start, grabbing a tile with your unit on it and another civ captures that city afterwards while your unit is out of visibility range of the battles going on during AI's turn).

I don't think that starving citizens could trigger a MPP. And if it would, my best guess would be that the war declaration of Greece comes in at your turn start, since the starvation would happen then, but that's pure speculation.
