Activating Civ5 key on other Steam account?

If I have BNW and Civ5 Gold BOX version with activation key once used to install the game on steam account, is it possible to uninstall the game and later install it with this activation key on other steam account ???

No. Once activated a game is permanently bound to that steam account. You can not give it to someone else when you happen to no longer play it.

OK, so in that case I have to give to someone also the whole Steam account.

Steam accounts are non-transferrable. If you give the account to someone, it is against their terms and the account might be removed.

Steam is going to implement a feature where you can share an account with someone else (but not play games on it at the same time). Currently this feature is in beta. We should see it next year.
