Add "Humanity Law" to UN purpose

Hi everyone,

I'm playing Civ since hell-lot of time and once my father came in asking me why I don't sleep at night, which game was so addictive. I show him how to play (at my best) and he start to play when he ask me :" How do you do to make your laws for your civilization ?" I just answer him that it was impossible because the game was not that far in empire management. But I think it could be add in some sort of way with the UN but like "Humanity Laws". Some rule that we could vote like in real UN Council :

- Maximum nucelar weapon per nation his 4
The treaty reduce War Wearness and make people more happy. Like an anti-Cold War style treaty.

- International support his need
The nation with the smallest score or to support the UN Army ask UN help because they are bankrupt. Each country must give minimum of X Gold per turn for Y turn (not force to but might make the other allies nation more happy with you)

- Some kind of Kyoto Protocol (anti-polution)
Any question ?

- Ressource trade supervior
Neutral supervior so thing like "Bully the ressource" won't happen. Maybe "Free market exchange agreement" with Stocks Market.

Well I hope you got the concept. I saw this in SMAC with the thing of Polar Cap melting or genocide and the Planetery Council. Any other idea ???
 
The big difference is that the UN comes too late in the game to really matter even if this were implemented. In SMAC, the Planetary council came fairly early. My games are effectively over by the time the UN is built (if not actually over).
 
I have wanted the ability to make multi-lateral agreements for a while. This would not require the UN, ala NATO, WARSAW Pact, Pellopenesian League. Some addition types of agreements would include Arms Limiting(not just Nukes, everything else), Pollution Standards, Human Rights standards(Human rights would cost prod/money). The UN could be used to distribute aid and as a diplomatic spy tool.

Maybe you can put it into use earlier. Lets say you can build the wonder ´vatican´ after you invented monotheism. The church was able to ban weapons (crossbow) and invite nations at war to peace conferences. :jesus:

Unsuccessfully and they only did it because the Noblitiy were pissed that a peasent with a days worth of training could kill a knight whos spent his whole life training for battle.
 
Having something like that available early on (possibly through the Church as mentioned... there were some "rules" for war in Europe long before diplomacy became as far-reaching as it is today) would be a good idea, IMO. Everyone is invited to whatever the thing is called, and those who don't join will suffer a reputation loss with those who are in. Additonally, those in the council who break the rules will suffer a reputation loss, and might even be subject to sanctions, Crusades, etc.
 
Actually by Arms Limiting I ment the number of troops a civ could have. This would be similair to the Limits set on Germany at Versailles after WWI. There could also be weapons bans, but they would be considered idealistic(SALT anyone) and only have minor effect on diplomacy. Considering the current unit system, weapons bans would be cumbersome and not have much to do with reality.

There should also be a system that once the UN is established, one of the initiatives that can be voted on is a military force for the UN. If voted yes, this military force would be raised by donations from member states as part of dues. These military levies would be a bit different from pure ownership. W/e the UN is called to action, those units are transferred to power of UN, but remain in location. They are then commanded by the elected Secretary-General(hehehe). UN units can pass through all units and cities and automatically have ROP. The only way to stop the UN from using your transportation is to declare war on them. Member nations can withdraw forces(regain control) at any time, but the forces stay where they were, risking being in enemy territory and diplomatic penalties. Ownership of conquered cities(individually) would be voted on by the UN. If no owner is found, all unclaimed cities would be handed to Secretary of Developement, voted on by UN.
