Adding a civ

Does anybody know if there is an easy way to add a chosen civ to an existing game? I tried it through a World Builder save but I have ended with no units and lots of stats reset (GP and GG counts etc.). Is there any way to e.g. force a barbarian city to become a minor civ?

I think there are no way for this.
You can put back a destroyed civ, but I never manage to add a totally new one.

Thanks. So perhaps if i REALLY want to do that (e.g. if I want to capture a city of some culture group) I just would need to leave some places unsettled and wait for minor civs to emerge...
